DELEGATION
Main Focus of the DELEGATION assignment: To interpret the two statements below, using the ANA & NCSBN web link document Guidelines for Nursing Delegation and material from Yoder-Wise text chapters.
- Only certain tasks related to the Implementation step of the Nursing Process can be delegated by RN’s.
- Demonstrate understanding of Delegation vs. Assignment and the 5 Rights of Delegation.

The RN must develop policies and procedures to be used in delegation.

The RN should sketch out the exact responsibilities to be delegated and the person to delegate to. The policies and procedures should also point out those that may fail to be delegated. The RN must review the procedures and policies periodically for delegation to make sure they are consistent with existing trends in nursing practice and are within the jurisdiction’s NPA

The leaders must report delegation details to the registered nurses and teach them on what tasks should be assigned to them (Delegation | NCSBN, 2020). This communication should contain information on the expertise of delegates who are willing to carry out a particular nursing responsibility safely. Registered nurses must be mindful of the level of personnel competence and requirements for delegation for the purpose of making rational decisions on whether the delegate is ideal for the specified scenario or not. Accountability of registered nurses should be directed to the patient (Delegation | NCSBN, 2020). The delegate moreover has duty for the assigned activity, competence or process. According to Broadway, (2019), all registered nurses should be informed of all the state laws that are applicable and should use the nurse practice act to gain guidance and effective action The nurse leaders have a major responsibility for adhering to the legal principles in their practice. Nevertheless, the nurse leaders have an obligation to monitor the employee practice and should work under their supervision to make sure that the personnel keep valid and up to date licensure. NCSBN gives employees a chance to subscribe to their E-notify platform to enable the nurse leaders to be informed of the registered nurses whose licenses require renewal. E- notify also alerts nurse leaders of the disciplinary action that might have been imposed on the nurse by the department.

There are various barriers to delegation in nursing practice according to Murphy-Ruocco (2019). RNs work in a challenging environment that can inhibit the ability to effectively use delegation authority to improve patient care safety and efficiency. Three primary barriers to delegation powers that may be encountered include attitudes, poor partnership, and time. RNs express concerns that delegation amounts to relinquishing control over the patient outcomes. The fear of being held accountable for the actions of others reduces the confidence of nurse managers in other practitioners. This discourages the use of delegation powers to improve patient outcomes.
Moreover, poor partnership hinders the effectiveness of delegation in nursing practice. It is hard for nurse managers to trust staff competence when RNs do not know the qualifications and expertise of other practitioners. Also, nurses are faced with escalating workloads amid staffing shortages. Time factor in such an environment means that nurses have less time to allocate, explain, and supervise delegated interventions. As a result, RNs may resolve to perform the tasks themselves to ensure that the patient outcomes are consistent with the standard of care requirements.

Rationale:
The method of delegation is multifaceted. It starts with the organization’s managerial level, including: identifying nursing duties that can be assigned, to whom and what circumstances; establishing delegation policies and procedures; reviewing delegation processes on a regular basis; and fostering a healthy culture/work atmosphere. It must be the responsibility of the registered nurse to assess patient preferences and when to assign, ensure availability for delegation, monitor performance and establish transparency for assigned responsibility. Finally, the delegate must accept tasks on the basis of their degree of expertise, retain assigned duty competence, and maintain transparency for delegated activities.

RNs are required to delegate nursing interventions that are within the scope of practice as prescribed by various state’s statutory requirements. The scope of RNs practice is detailed under the Nurse Practice Act, Rules and Regulations, Declaratory Statements, and Advisory Practice Opinions. Delegated tasks must meet the criteria entrenched in administrative regulations.
RNs must ensure that those involved in the delegation have the necessary competence to discharge the duties and responsibilities allocated. In other words, RNs must establish the expertise of licensed practical nurses or unlicensed Nursing personnel have the necessary skills, competence, and experience in discharged the duties allocated. This requirement includes documentation competence in the practice.

- Delegatee – A person assigned a nursing responsibility by eiher APRN’s or RN’s and has the required competency and has accepted the task.
- Delegator – A person who assigns nursing responsibilities.
- Assignment – Routine procedures, care and activities that are witin nursing practice scope.
- Delegation – Assignment of nursing responsibilities by a nurse leader to an employee.
Procedure/Process for Delegation: (Five Rights, explain each right in your own words. Be specific and give an example for each of the five rights.)
- The activity should be within the delegatee’s job description.
- The patient should have a stable health condition
- The registered nurse has an obligation to ensure that delegate has the required competency and skills.
