Health-related Bill Name Community Health Center Mental Health Screening Act

Bill Number H.R.525

Federal or State? Federal
Legislative Intent The legislative intent of the bill is to improve access and delivery of mental and behavioral health services. It is acknowledged that contextual factors, such as poorly funded health infrastructure and poverty, continue to compromise equitable and effective delivery of mental and behavioral health services. The bill helps to address the contextual factors by making the federal government responsible for funding efforts to deliver the services to the public. Through this approach, the public access to health services will be improved (Qureshi et al., 2021)Legislation Grid Template Essay Assignment Paper.

General Notes/Comments

Contextual factors are a significant concern, especially among persons with behavioral and mental health concerns. Many of them go without the required health services because they are unable to access or pay for the services. This bill improves accessibility as government facilities would receive grants to offer health care services. Also, they would pay for the services so that persons with behavioral and mental health issues are not concerned with costs. Through this, the burden of disease on persons with behavioral and mental health concerns would be reduced Legislation Grid Template Essay Assignment Paper.

Part 2: Legislation Testimony/Advocacy Statement

There is a need for the bill to be passed and enacted into legislation. That is because health care access is a concern for persons with behavioral and mental health concerns. There is non-parity in coverage, an issue that has plagued mental health for decades. The current state of affairs has seen the population having limited access to the required medical services because of cost and availability concerns (Qureshi et al., 2021). In fact, the demand for behavioral and mental health services is increasing. Unfortunately, a significant proportion of the population lacks access to affordable health care coverage. Even for those with coverage, there are gaps in accessing mental health services. Significant disparities also exist along demographic differences, such as ethnicity and region, thereby denying them the behavioral health services and support they need. The bill is a significant step in eliminating these barriers and expanding the full continuum of screening and treatment services, as well as prioritizing the integration of the health services into accessible settings. In essence, the bill ensures that persons with behavioral and mental health issues have access to quality, affordable health care (Johnson, Davey & Greenhill, 2022)Legislation Grid Template Essay Assignment Paper.

Opponents may argue that passing the bull and enacting it into legislation adds to the ballooning public health costs. It requires that the federal government issue grants to federal facilities. While this is true, it is equally true that there has been a non-parity in coverage, an issue that has plagued the financing mechanism for behavioral health care for decades. In passing the bill, health care access would be improved thereby improving overall health of the population and ensuring that individuals are healthy to contribute to the economy (Johnson, Davey & Greenhill, 2022) Legislation Grid Template Essay Assignment Paper.

Assignment: Legislation Grid and Testimony/Advocacy Statement As a nurse, how often have you thought to yourself, If I had anything to do about it, things would work a little differently? Increasingly, nurses are beginning to realize that they do, in fact, have a role and a voice. Many nurses encounter daily experiences that motivate them to take on an advocacy role in hopes of impacting policies, laws, or regulations that impact healthcare issues of interest. Of course, doing so means entering the less familiar world of policy and politics. While many nurses do not initially feel prepared to operate in this space effectively, the reward is the opportunity to shape and influence future health policy.
