A national benchmark that is used in in health care organizations is the National Healthcare Quality and Disparities Report (NHQDR) that is presented by the Agency for Healthcare Research Quality in the US Department of Health & Human Services. The NHQDR presents quality measures that are compared to achievable benchmarks derived from the best performing states in the USA. The achievement categories are standardized in the benchmark across the measure definitions (Agency for Healthcare Research and Quality, 2020). Firstly, the measures can achieve the benchmark in which case the value of the measure for the organization would equal or exceed the benchmark with 90% of the benchmark set as the threshold. Secondly, the measures can be close to the benchmark so that performance is considered worse than the benchmark but achieved at least 50% to 90% of the benchmark. Thirdly, the measures can be far away from the benchmark such that the value does not achieve 50% of the benchmark (Raingruber, 2017).
