Policy Analysis Assignment Discussion Paper

Assignment

Examine how frameworks from nursing and other disciplines can work together to inform policy analysis.

A policy analysis framework is a tool that attempts to advance better understanding of policies, particularly their differential impacts as well as how to produce socially just and include outcomes. In fact, the frameworks focus on improving understanding of how a policy affects diverse populations, to include precise identification of who is excluded and who benefits from the policy, along with the priorities, goals and related resource allocation for the policy. Through integrating frameworks from nursing and other disciplines, nurses can develop a tool that informs policy analysis with regards to capturing and responding to multi-level interacting power structures, factors, forces and social locations with regards to how they shape and influence health and human life. It is notable that the different frameworks can work together to better illuminate how the policy constructs relative power and privileges within groups and between individuals vis-à-vis wellbeing, health, political status, economic status, and social status (Portche, 2022) Policy Analysis Assignment Discussion Paper.

This is especially the case when the intersectionality of a policy is considered in terms of no reducing human lives to a single characteristic. Prioritizing any one factor would make it difficult to understand the effect of a policy. Rather, a constellation of factors should be considered since the different factors are inseparable and are shaped by interactions between structures and processes. Intersectionality as pursued by merging different frameworks helps in encouraging critical reflection that allows for movement beyond the singular categories that are typically favored in policy analysis, such as gender in gender-based analysis.  In addition, the combination of frameworks allows for the analysis to move beyond the enumerated list of factors/determinants often found in assessments to consider the complex interactions and relationships between the mutually constituting factors. This enables an examination of simultaneous impact of relevant structures and systems to more accurately map and conceptualize the policy in and beyond health (Schwartz & Meltzer, 2019) Policy Analysis Assignment Discussion Paper.

In essence, frameworks can work together to inform policy analysis in three ways. First, providing an innovative structure for critical policy analysis by focusing on particular areas of interest, such as looking at who benefits and who is harmed by the policy. Second, capturing the different dimensions of the policy context, to include intersecting social locations, diverse knowledge, everyday lived experiences, policies and history. Third, generating transformative insights, actions, policy solutions, and knowledge that cannot be gleaned from using a single framework or a nursing framework. In this respect, different frameworks can work together to foreground the complex contexts of health and social problems, and ultimately making the results of the policy analysis more useful in terms of targeted areas of interest (Peter & Fontaine, 2020) Policy Analysis Assignment Discussion Paper.

Week 4: Policy Analysis Frameworks Consider the social contract between the nursing profession and consumers of health care. This social contract has long been demonstrated by nurses. For example, recall the nursing pioneer Lillian Wald who in the late 1800s worked to improve the health and welfare of the immigrant population in New York. How does engaging in the policy process assist nurses with fulfilling this social contract today? To better influence health and nursing policy, which seeks to improve health and quality outcomes, nurses need to develop their policy acumen. Utilizing a policy analysis framework can assist in this process. This week continues the examination of the policy process addressed in Week 3. You will examine how frameworks from nursing and other disciplines can work together to inform policy analysis. Learning Objectives Students will: Propose a policy analysis framework for a specific policy issue Conduct a comprehensive policy analysis critically analyzing a health policy from multiple contexts Assignment 3: Policy Analysis Paper [Major Assessment] Continue to work on this Assignment, assigned in Week 4.
