Advocacy through Legislation

Problem

Ohio State is ranked position 46 in all the 49 states in America in relation to spending and healthcare outcomes. Most problems affecting the Ohio state include health disparities, smoking and drug overdosing related deaths as well as misdirected healthcare resources leading to low healthcare rating. Most citizens in Ohio have no access to healthcare programs that aim a t improving the country of healthcare given to the community (Miller, 2017).  The populations that have been more affected include the ethnic minorities in rural areas as well as people living with disabilities. Ohio State has invested heavily on healthcare resources in the downstream care for prevention of some health issues.

Ohio has a health value dashboard referred to as the Health Policy Institute that is used to track the progress of the health values. The Health Policy Institute also ensures that all the citizens in Ohio are healthy regardless of the amount of money spent on health care in America. However, most Ohioans do not get the access to the healthcare services provided due to physical environment, health systems, social and economic factors (Tumin et al, 2018). The spending on each individual by Medicaid is higher resulting to unsustainable healthcare system as well as poorer health outcomes. If the current problem in Ohio is not solved the Ohio healthcare system will face more problems in health care delivery leading to unsustainable healthcare causing imbalance in healthcare due to the large number of patients seeking secondary care.Wk9 Advocacy Paper Assignment

Idea for Addressing Solution

The problem in Ohio can addressed effectively by applying the set guidelines and policies that are set to govern spending in healthcare. Additionally, the guidelines and the policies will focus on the funds spent in preventive medicine to reduce the inequalities in the healthcare system. The state already has a kitty set for healthcare funding set aside by the federal government to provide the policies set on spending. Therefore, the high spending can only be addressed by setting policies to guide the spending as well as well as ensuring that they are adhered across the health sector in Ohio. As a result, Ohio will manage to prevent more in preventive healthcare thus minimizing the cost for treating chronic and long-term illnesses.

Implementing preventive measures on the elderly patients will consequently reduce the current burden on Medicaid thus saving more funds. Reducing the cost spent on healthcare in Ohio will help the state in addressing the drug abuse challenge that has led to several deaths. In addition, cost reduction will address the health disparities since the insurance systems will be made accessible to everyone across the state. In addition, reduction of cost in the healthcare system will be made accessible to people living with disabilities thus providing quality healthcare to the entire population regardless of their living status. Developing healthcare guidelines and policies in Ohio will provide standardization in the daily operations in the healthcare facilities. Additionally the policies will enhance decision making for the healthcare leaders as well as the healthcare professionals.

Research

Evidence 1

The US government has put across measures and set programs that will address the continuous growth in the healthcare spending. Additionally measures and policies to contain cost the cost used by government to reduce the high expenditure rates have been implemented by the government (Tumin et al, 2018). The laws implemented have greatly helped in streamlining the administrative functions in the healthcare system. In addition, the health disparities separating the poor and the reach leading to inaccessible healthcare and low quality healthcare have been addressed.

Evidence 2

Most states have formulated initiatives to reduce healthcare spending including the value based purchasing as well as the pay for performance. In addition, policies governing the spending healthcare are put into place since financing healthcare is a mandatory role in the healthcare system in the US. Moreover, Medicaid and Medicare programs have been introduced to provide coverage across the United States (Einav, Finkelstein & Mahoney, 2018).  As a result, the access to healthcare for the poor population is expanded since the larger amount of the healthcare cost is settled by the government. Stakeholder Support

Stakeholder Supporting 1

Healthcare providers including the nurses will offer support to the idea proposed thus reducing the rising number of patients seeking secondary care. As a result, more opportunities will be created thus enhancing preventive care. Enhancing preventive will help the healthcare sector in achieving the desired healthcare goals. The nurses across the state are understaffed leading to rise in the workload from the increasing numbers of secondary care patients. Therefore, putting more effort in primary healthcare sector will reduce the workload to the nurses thus preventing work burn out.

Stakeholder 2

The American government is the major stakeholder in the all the healthcare facilities across the state. Since the government plays the biggest role in funding the health sector, supporting the reduction of the cost will be easy. The government will feel the responsibility of ensuring all the American citizens get access to better healthcare services. Therefore, the government will support any legislation aiming at minimizing spending on healthcare services.

Stakeholder Opposition

Stakeholder Opposed 1

The pharmaceutical industries would be the first stakeholders opposing the idea because their sales will be reduced. The pharmaceutical industries sell healthcare products and drugs to the healthcare facilities due to the high number of patients visiting the facilities (Tumin et al, 2018). The reduction of funding will therefore reduce their sales this reducing their high profits. However, it is advisable to hold a dialogue with them by informing them on the available opportunities in healthcare.

Stakeholders Opposed 2

The private healthcare facilities on the other hand will oppose the preventive care idea since improving primary health will reducing the flow of patients in their facilities. The private healthcare facilities will be greatly affected since they will start experiencing losses. However, the private sector is placed at an advantage of implementing preventive interventions if they embrace preventive healthcare.

Financial Incentives

The approval of this policy will help the government top streamline the healthcare system as well as the administrative functions. In addition, cost reduction will have a better impact in the healthcare system since the high costs of funding secondary care will be reduced. Preventive care requires fewer resources since it is the responsibility of the individuals to implement the primary interventions (Einav, L., Finkelstein & Mahoney, 2018). As a result, the number of patients admitted to the hospitals will be minimized since very few patients will seek secondary care. Therefore, healthcare cost will be reduced and the set goals will be easily achieved since the nurses will feel empowered and satisfied. The satisfaction of the caregivers will also help in the maintenance of optimal performance thus improving the achievement of the set healthcare goals.Wk9 Advocacy Paper Assignment

Christian Principles and Nursing Advocacy

The Christian principle advocates for inclusiveness in healthcare for both the poor and the rich. In addition, Christian principles advocate for positive health outcomes for the vulnerable communities without regard to race, culture, sexual orientation, belief or religion. In addition, the Christian principle supports advocacy in healthcare without bias by offering support to the minorities as well as the less advantaged families (Gibbs, 2020).The Christian humanity believes in equal humanity and therefore no single individual should be limited from accessing quality healthcare. Moreover, the Christian principle requires individuals to treat one another as equal since we are all created in the image of God. Therefore, no individual should feel more privileged than the other in the health sector and thus healthcare should be provided equally to all the patients seeking care.
